He studied art at the Academy of Fine Arts in Vienna, and after returning to Israel he lived in several places where he painted and studied. He mainly divided his time between his homes in Tel Aviv and Safed. Elowell was also one of the founders of the Tel Aviv Museum.
Elowell's early works from the 1920s included oil paintings alongside engravings in an expressionist style. Later in the 1930s and 1940s, Elowell's painting style took shape, and during these years he painted mainly nature paintings of the Land of Israel.
